I think some of them may either be swinging their whips or actually hitting, but it is true that regulations are a lot stricter in the UK (ten hits, none with “undue force or frequency”, no lifting arm above shoulder height to hit, and the whip itself is light, flat and must be inspected often to make sure it hasn’t been stiffened or weighted).
